Dicipline Engineer – Process Engineer

Requirements:
Qualification of Candidate:
•Bachelor Degree or above in Process Engineering;
•Minimum 5 years engineering and construction management experience on chemical/petrochemical projects;
•Familiar with local codes and standards;
•Proficiency in both written & oral Chinese & English;
•Familiar with MS Office

Competencies of candidate:
1)Can Do – [assess planned networks (LOBP, distribution centres, transhipment points), information flows, associated capabilities and costs, potential constraints (including environmental), competitive position; etc
2)Trouble Shoot - [confirm objectives, identify desired outcomes/benefits/key constituents/ potential obstacles/risks, developing structured strategies/plans/timetables, select and apply appropriate planning techniques, [critical path analysis, Gantt charts]
3)Can Do – [assess alternative responses/reactions/outcomes, showing realism, building in adequate flexibility, contingency planning]
4)Can Do – [Use of Financial Tools]
5)Trouble Shoot – [Navigate through Indonesia regulations with regard to developing new land based facilities]
6)Can Do – [Contract Management on both Local and International Engineering and Construction Contractor]
7)Can Do – Knowledgeable of LOBP blending and filling processes and technology; and hardware designs and configuration

Responsibilities:
To be part of the Project Execution Team for supervising the appointed Technology Provider,Design Contractor,EPC Contractor(s) throughout the entire Project Implementation period from the Detail Design,Material & Equipment Procurement,Construction and Commissioning of a Lubricants Blending Plant located in Indonesia covering Process area .
Objectives are:
-To lead a team of engineers of different disciplines to ensure the detail design is compiling with the agreed Client Specifications & Project Specifications,meeting the sales demand forecasted as well as HSSE,performance,operation friendliness and optimal opex.
requirements.
-To ensure the integrity of the Detail design is conforming to the relevant Indonesia Regulation Standards,Shell Standards (DEP & IAPS),Shell LOBP Development Guidelines and known applicable International Standards.
-To ensure a “fit for purposed” design is proposed to optimise the investment costs and the accuracy of the project costs estimate provided are within +/- 10%.
-To ensure the integrity of the Tender Documents prepared are containing adequate information for accurate EPC contract Tendering.
-To ensure the detail design and the materials and equipments selected align with the specifications laid down in Detail design Package and able to obtain required Construction Permits.
-To ensure the established Project HSSE Management Plan is fully deployed and being complied at all levels of the Project Implementation activities.
-To ensure the appointed Construction Supervision Team appointed deliver the full scope of their responsibilities.
-To ensure Construction Costs are contained within budget and any variations are conforming with the established Change Control Procedures.
-To plan and lead the commissioning processes to ensure the plant constructed is fully compile with the Project Specifications and Performance requirements.
-To acquire all necessary permits & licenses for commercial operations
-To ensure progress milestones are met and the ultimate deliverables are meeting the overall Project Schedule.
