Job Description:

The Capability Development personnel will play a key role in developing initiatives to sustain and enhance the capability development efforts of the downstream business workforce. The person would also be responsible for identifying the learning gaps of the workforce and ensuring that the latest relevant knowledge and skills are exposed to the workforce. Functions as a team member within the department and organization, as required, and perform any duty assigned to best serve the company.

Responsibilities:

    Develops and implements frameworks, models, initiatives, activities and supporting processes related to the capability development programs for the downstream workforce.
    Manages the ongoing development and implementation of measures to support the availability of the requisite range of the learning opportunities for the business.
    Provides effective analysis, assessment and advice on the risks and capability of the downstream workforce in order to enable effective role performance.
    Identify training and development needs within the downstream business through job analysis, appraisal schemes and regular consultation with the stakeholders.
    Design and develop or manage the development of the training programs based on the business's needs.
    Able to consider the costs of the planned training programs and assess the return on investment on the training
    Design, conduct and sustain individual learning plans and programs for the downstream workforce.
    Managing the delivery of training and development programs for all training requirements with the necessary training providers.
    Design, conduct and sustain individual learning plans and programs for the downstream workforce.
    Devising training strategies for the downstream business.
    Amending and revising training and development programs as necessary to adapt to the changes occurred in the working environment.
    Keeping up to date with the development in training by reading relevant journals, or attending relevant courses.
    Measure the effectiveness of the existing training and development programs and identify the gaps that are existing within the training and development programs.

Requirements:

    Possess a minimum of a Bachelor's Degree or any equivalent qualification
    Minimum 3 years of relevant working experience in Capability Development field
    Experience in downstream petroleum or petrochemical industry would be a plus
    Excellent in verbal and written communication and presentation skills
    Possess strong leadership and team-building skills
    Organized and able to work under pressure
